PUBLIC POLICIES FOR TRANSPARENCY IN THE ELECTORAL PERIOD: THE ACCRUAL BENEFITS OF CANDIDATES AND PARTIES

The present article has as objective to investigate how the electoral procedure of the accountability, demanded of candidates and political parties, can be perfected in the Brazilian legal logic. To do so, one thinks of the elaboration of public policies that contemplate the exigency of the transparency, a constitutional condition imperative to the public management. In order to fulfill this intention, an analysis is developed that goes through the study of transparency in the electoral process as a whole, crossing the intrinsic mechanisms of configuration of accounts rendering in Brazilian law, until reaching the proposals for the greater interaction between transparency and benefits of bills. By going through the discussion by the argumentative-essay method, one seeks an understanding of how these proposals can be linked to transparency, while at the same time identifying with the everyday view that increasingly identifies the citizen as an active subject not only in democracy, but also in public management, in order to achieve a framework of good governance.
